BERLIN, April 1 - Who would have thought that Paul D. Wolfowitz, the  Great Satan of the European imagination, Mr. Architect of the Iraq war, would sail more or less unscathed through what amounted to European Union confirmation hearings on his way to the presidency of the World Bank?
