This week, Israeli President Shimon Peres told a Japanese newspaper that Israel was planning to present an outline of a final offer to the Palestinians that will include everything they asked for, including the West Bank.
The plan, drafted by Peres, would evacuate and transfer to the Palestinians nearly the entire West Bank and several Arab Israeli cities located within territory that undisputedly is Israel's according to the international community.
Peres told the Nikkei, a Japanese business daily, "To work out the details (of the political if not the geographical outline of a future Palestinian state) will take more time, but (as for) principles, yes, we can achieve an agreement" before the autumn peace conference, he said.
According to Peres, his plan will lead to "peaceful coexistence" with the Palestinians. Instead of achieving it by extending an olive branch of peace, Peres' plan will extend a pen and Israel's checkbook.
"We shall go in a policy of two tracks, economic development and political negotiations, one complementary to the other but not dependent upon it," he said.

Fully 71 percent of Israelis believe that the United States should launch a military attack on Iran if diplomatic efforts fail to halt Tehran's nuclear program, according to a new poll.
The survey, commissioned by Bar-Ilan University's BESA Center and the Anti-Defamation League, found that 59 percent of Israelis still believe the war in Iraq was justified, while 36 percent take the opposite view.
Some 65 percent believe that the United States is a loyal ally of Israel, with only 11 percent saying the opposite. A slightly higher proportion, 73 percent, described U.S. President George W. Bush as friendly. Forty-eight percent attributed U.S. support for Israel to strategic considerations, while 30 percent credited American Jewry and 17 percent cited shared values and a shared democratic tradition.    
Regarding America's importance to Israel, there was near consensus: 91 percent said that close relations with the U.S. are vital to Israel's security. Some 51 percent of respondents predicted that the U.S. will ultimately impose an agreement on Israel and the Palestinians, while 43 percent disagreed.

  BERLIN (AP) - Three suspected Islamic militants were arrested for allegedly plotting "imminent" and "massive" attacks on the Ramstein Air Base, a major U.S. and NATO military hub, and Frankfurt's busy international airport, German authorities said Wednesday.
German federal prosecutor Monika Harms said the three had trained at terror camps in Pakistan and procured some 1,500 pounds of hydrogen peroxide for making explosives. And a top legislator said the group could have struck "in a few days," noting a "sensitive period" that includes the anniversary of the Sept. 11 attacks.
Officials said the hydrogen peroxide, stored in a hideout, could have been mixed with other additives to produce a bomb with the explosive power of 1,200 pounds of TNT.
"This would have enabled them to make bombs with more explosive power than the ones used in the London and Madrid (transit) bombings," Joerg Ziercke, the head of Germany's Federal Crime Office, said at a joint press conference with Harms.

The U.S. Army is authorized to create civilian prison labor camps on military installations, according to a little-noticed regulation.
The camps are allowed if the request comes from the Federal Bureau of Prisons or state corrections facilities under leasing requirements defined by federal law.
WND's discovery of the regulation comes shortly after Bush administration directives expanding presidential powers during an emergency.
The Army prison camp policy is defined in Army Regulation 210-35, entitled "Installations: Civilian Inmate Labor Camps," signed Feb. 14, 2005, by Sandra R. Riley, then-administrative assistant to the secretary of the Army
The regulation revises an earlier civilian inmate labor camp regulation signed Dec. 9, 1997, under the Clinton administration.
Ned Christensen, spokesman for the U.S. Army Installation Management Command, confirmed to WND the 2005 version of Army Regulation 210-35 is currently valid and fully operative.
The regulation specifies "the Army's primary purpose for allowing establishment of prison camps on Army installations is to use the resident nonviolent civilian inmate labor pool to work on the leased portions of the installation."

A paralysed man in the US has become the first person to benefit from a brain chip that reads his mind.
Matthew Nagle, 25, was left paralysed from the neck down and confined to a wheelchair after a knife attack in 2001.
The pioneering surgery at New England Sinai Hospital, Massachusetts, last summer means he can now control everyday objects by thought alone.
